Preheat the oven to 300°F (150°C).
Place the ribs on a baking sheet lined with foil or parchment paper.
In a small bowl, mix honey, soy sauce, brown sugar, rice vinegar, and garlic (if using). Stir until smooth.
Brush the sauce generously over both sides of the ribs.
Cover the ribs with foil and bake for 2–2.5 hours, until tender.
Remove foil and increase oven temperature to 425°F (220°C).
Bake for an additional 15–20 minutes, basting occasionally with the remaining sauce, until sticky and caramelized.
Let ribs rest for 5 minutes before slicing and serving.
