Brown the Beef: In a non-stick frying pan, brown the beef pieces over medium heat, stirring frequently. Remove and transfer to the crock pot.
Add Vegetables & Base: Add carrots, celery, onion, mushrooms, beef base, water, and bay leaf to the crock pot. Stir to combine.
Cook: Cook on high for 1 hour. Add pearl barley, then reduce heat to low and cook until vegetables, barley, and beef are tender (about 2–3 hours).
Season: Stir in salt and pepper to taste. Discard bay leaf before serving.
Serve: Ladle into bowls and enjoy warm.
