Mix the sauce: In a small bowl, whisk together soy sauce, oyster sauce, hoisin sauce, sesame oil, sugar, black pepper, and chicken broth. Set aside.
Cook the chicken: Heat 1 tablespoon oil in a large skillet or wok over medium-high heat. Add sliced chicken and stir-fry until golden brown and cooked through. Remove from skillet.
Cook the veggies: In the same pan, add remaining oil. Stir-fry garlic, cabbage, carrot, and bell pepper for 3–4 minutes, until just tender-crisp.
